Friday, the Labor Department is expected to report the economy added 235,000 jobs in July, and the unemployment rate remained steady at 6.1 percent, but that hardly tells the story.

The jobless rate may be down from its recession peak of 10 percent, but much of this results from adults, discouraged by the lack of decent job openings, having quit altogether. They are neither employed nor looking for work.

Only about half of the drop in the adult participation rate may be attributed to the Baby Boom generation reaching retirement age. Lacking adequate resources to retire, a larger percentage of adults over 65 are working than before the recession.

Many Americans who would like full time jobs are stuck in part-time positions, because businesses can hire desirable part-time workers to supplement a core of permanent, full-time employees, but at lower wages. And Obamacare’s employer health insurance mandates will not apply to workers on the job less than 30 hours a week.

Since 2000, Congress has enhanced the earned income tax credit and expanded programs that provide direct benefits to low-income workers, including food stamps, Medicaid, Obamacare, and rent and mortgage assistance.

Virtually all phase as family incomes rise, either by securing higher hourly pay or working more hours, and impose an effective marginal tax rate as high as 50 percent.  Consequently, these programs discourage work and skills acquisition and encourage single parents and one partner in two adult households not to work. Often, these motivate single people to work only part-time.

Undocumented immigrants face more difficulties accessing these programs, and lax immigration enforcement permits them to openly take jobs that government benefits discourage low-income Americans from accepting.

Employers can, intentionally or unintentionally, abuse the H-1B visa program, which permit businesses to employ foreign workers when qualified Americans are unavailable. Americans may be overlooked because they demand higher wages or are not networked with immigrants that are already employed in technical and managerial positions.

The economy has created only about 6 million new jobs during the Bush-Obama years, whereas the comparable figure during the Reagan-Clinton period was about 40 million. A recent study by the Center for Immigration Studies indicates that virtually all the new jobs created since 2000 went to immigrants, whereas none were created for native-born Americans.

Adding in discouraged adults who say they would begin looking for work if conditions were better, those working part-time but say they want full time work, and the effects of immigration, the unemployment rate becomes about 15 percent—and that is a lower bound estimate.

Many young people are being duped both by unscrupulous for profit, post-secondary institutions—as well as accredited colleges and universities with low admission standards—to enroll in useless programs. They would likely be in the labor force now but for easy access to federally sponsored loans and will end up heavily in debt.

Adding in these students, the real unemployment rate among U.S. citizens and permanent residents is at least 18 percent.

Since 2000, GDP growth has averaged 1.7 per year, whereas during the Reagan-Clinton years, it was 3.4 percent. The reluctance of both Presidents Bush and Obama to confront Chinese protectionism and currency manipulation and open up offshore oil for development have created a huge trade deficit that sends consumer demand, growth, and jobs abroad.

New business regulations, more burdensome than are necessary to accomplish legitimate consumer protection and environmental objectives, exacerbate these problems.

All of this suppresses wages except for the most skilled and talented workers.

No surprise, average family income, adjusted for inflation has fallen from about $55,600 in 2007 to $51,000 even as the gap between families at the bottom and top widens.

Statement by the President on the Occasion of Eid-al-Fitr

As Muslims throughout the United States and around the world celebrate Eid-al-Fitr, Michelle and I extend our warmest wishes to them and their families.  This last month has been a time of fasting, reflection, spiritual renewal, and service to the less fortunate.  While Eid marks the completion of Ramadan, it also celebrates the common values that unite us in our humanity and reinforces the obligations that people of all faiths have to each other, especially those impacted by poverty, conflict, and disease.

In the United States, Eid also reminds us of the many achievements and contributions of Muslim Americans to building the very fabric of our nation and strengthening the core of our democracy.  That is why we stand with people of all faiths, here at home and around the world, to protect and advance their rights to prosper, and we welcome their commitment to giving back to their communities.

On behalf of the Administration, we wish Muslims in the United States and around the world a blessed and joyous celebration.  Eid Mubarak.

On Sunday, President Obama and First Lady Michelle released a statement thanking Muslim Americans for their many “achievements and contributions… to building the very fabric of our nation and strengthening the core of our democracy.”

The comments were made to mark the celebration of Eid-al-Fitr, a time of spiritual renewal for Muslims which comes at the end of the month-long fast of Ramadan. The Obamas said in their statement that Eid “celebrates the common values that unite us in our humanity” and “welcomed their commitment to giving back to their communities.” The International Business Times reports that during Eid, Muslims join in Islamic prayer, while saying “Allahu Akbar,” or “God is Great,” and feasting.

The statement further reads that the administration “wishes Muslims in the United States and around the world a blessed and joyous celebration.” The letter ended with salutation of “Eid Mubarak,” which roughly means “blessed celebration.”

The late night programming on the Cartoon Network, known as Adult Swim, plans to air the live action show “Black Jesus” portraying Jesus as a profane, pot-smoking, alcohol-drinking character in the impoverished urban Compton Gardens.

The foul language used in the trailer, including repeated uses of the Lord’s name in vain, the f-word and the s-word is disgusting. In addition, there is violence, gunfire, drugs and other inappropriate gestures which completely misrepresent Jesus.

“Black Jesus” is set to premiere on August 7. If you have the stomach for it, you can watch the trailer here (the profanity is bleeped).

Adult Swim is not ridiculing any other religion and wouldn’t dream of mocking Mohammed or Muslims, but has no problem denigrating Christians.

(Reuters) – On the last day of May, a surface-to-air rocket was signed out of a military base near Moscow where it had been stored for more than 20 years.

According to the ornate Cyrillic handwriting in the weapon’s Russian Defence Ministry logbook, seen by Reuters, the portable rocket, for use with an Igla rocket launcher, was destined for a base in Rostov, some 50 km (31 miles) from the Ukrainian border. In that area, say U.S. officials, lies a camp for training Ukrainian separatist fighters.

Three weeks later the rocket and its logbook turned up in eastern Ukraine, where government troops seized them from pro-Russian separatists.

The logbook, which is more than 20 pages long, records that rocket 03181 entered service on May 21, 1993, and had regular tests as recently as 2005 to make sure it was in fighting form. The seal of the Russian Defence Ministry has been stamped over the signature sending the weapon to Rostov.

A copy of the log was passed to a diplomat in Ukraine’s capital, Kiev. Reuters was unable to verify its authenticity with the Russian military, and Moscow has consistently denied arming the separatists in eastern Ukraine.

The Igla and its logbook are just one indication that weapons are flowing from Russia into Ukraine. Interviews with American officials, diplomats in Kiev, and Russian military analysts paint a picture of a steady and ongoing flow. These people say weapons – from small arms to armored personnel carriers, tanks and sophisticated missile systems – have flooded into the region since May, fueling the violence.

In an interview with Reuters last week, a separatist leader said that Russia may have supplied the separatists with BUK rockets, which were used to shoot down Malaysia Airlinesflight MH17. The destruction of the civilian passenger plane over eastern Ukraine on July 17 killed nearly 300 people.

Alexander Khodakovsky, commander of the Vostok Battalion, told Reuters: “I knew that a BUK came from Luhansk (in east Ukraine) … I heard about it. I think they sent it back. Because I found out about it at exactly the moment that I found out that this tragedy (of MH17) had taken place. They probably sent it back in order to remove proof of its presence.”

Three U.S. government officials said the weapons flow from Russia increased dramatically several weeks ago in response to successes by Ukrainian government forces, including the recapture of Slaviansk, a separatist stronghold in eastern Ukraine. The new shipments included anti-aircraft systems designed to combat Ukraine’s air power, those officials said.

“If you trace the increase in supplies and materials … we’ve seen in the last few weeks culminating in this tragic incident, it’s clearly in the face of successes by the Ukrainian forces,” said a senior U.S. official, who like the others spoke on condition of anonymity.

Moscow, which has said it is willing to cooperate with an international investigation into the loss of MH17, has denied sending any BUK missiles to the rebels. It has said Washington is attempting to destabilize Russia through events in Ukraine.

Russian Foreign Minister Sergei Lavrov said this week that Moscow was hopeful that monitors from the Organization for Security and Cooperation in Europe could be deployed along Russia’s border with Ukraine to dispel suspicions that Russia is aiding the rebels.

“We hope that this will dispel suspicions that are regularly being voiced against us, that those (border) checkpoints controlled by the militias from the Ukrainian side are used for massive troops and weaponry deployment from Russia to Ukraine,” he said.

Pro-Russian separatists in Ukraine maintain most of their weapons have come from captured Ukrainian armories or have been seized directly from the Ukrainian military on the battlefield.

BORDER SKIRMISHES

In the weeks following Russia’s annexation of Crimea in March, tensions grew on the south and east frontiers of Ukraine. Kiev’s border guard agency said it stopped thousands of Russian citizens who tried to enter Ukrainian territory carrying weapons or bags full of camouflage.

Separatists started firing on border guard positions, according to Ukrainian officials. On May 29, the Stanychno-Luhanske border guard division in Ukraine’s Luhansk province was attacked by 300 gunmen with small arms and grenade launchers. Rebels seized control of the facility after five days of fighting. Other border guard divisions and checkpoints along Ukraine’s more than 2,000-km border with Russia also fell.

Separatists were able to ferry in people and equipment almost unhindered.

That led to more ambitious attacks on Ukrainian targets. On June 14, for instance, separatists shot down a Ukrainian IL-76 military transport jet coming in to land near the eastern city of Luhansk. All 49 people on board died; charred pieces of the fuselage and engines littered the rolling wheat fields outside the village of Novohannivka.

The weapon used that day, according to separatists who later spoke about the attack, was an Igla rocket launcher, sometimes known generically as a MANPAD, for man-portable air-defence system.

The origin of the weapon remains unclear: There is no evidence this was connected to the Igla rocket seized by Ukrainian forces a week later along with its log book. Iglas were used extensively in Afghanistan, Chechnya and Bosnia in the 1990s and are easy to transport and common in eastern Ukraine. Videos, posted online after Ukrainian troops drove separatists out of Slaviansk on July 7, show boxes marked 9M39 – the model of missile used with an Igla – stacked in the basement of the mayor’s office.

The day after the IL-76 was shot down, Valery Bolotov, top commander of the Luhansk People’s Republic, claimed responsibility. “I can’t tell you anything more detailed on the IL-76, but I will repeat that the IL-76 was hit by our militia, the air defense forces of the Luhansk People’s Republic,” Bolotov, who wore a camouflage T-shirt, said in a video posted on YouTube.

The commander said that separatists in Luhansk controlled nearly 80 km of the border from Dolzhanksy to Izvaryna at that time, but denied getting weapons from Moscow, saying they had been pillaged from Ukrainian army and police store rooms.

A separatist officer in Slaviansk who used the nom de guerre Anton also said the Igla in the IL-76 attack was not Russian but a weapon seized from Ukrainians. He declined to say whether the separatists received other weapons from Russia.

Alexander Gureyev, a Russia supporter from Luhansk, told Reuters last week that all the separatists’ weapons had been found in local arms warehouses.

“We had to boost our arsenal,” he said. “If you have small-caliber weapons and they’re shooting at you with Howitzers – that’s not right. But now they’re getting it from us with Howitzers, mortars, tanks. It’s given them something to think about.”

He declined to detail the origin of heavy weapons, but said separatists were “thrilled” when the IL-76 was shot down. “It was like a holiday in the city. People thought things would change and that with such a success people would stop dying in this conflict.”

He said the Luhansk rebels had decided to station anti-aircraft sharpshooters at the nearby airfield in retribution for the deaths of at least eight people in what he called a Ukrainian airstrike on the rebels’ headquarters in Luhansk.

“They simply flew above us, we were already fed up with it all and decided that we would start shooting at everything,” he said. “We simply took anything out of the sky that flew above us.”

“RUSSIAN BONEYARDS”

Not everyone believes the separatists’ assertions that their weapons had been seized from Ukrainian troops.

A diplomat said that arms had started to come in from Russia regularly around the time of the independence vote in Crimea in May. In the past couple of weeks an increasing amount of materiel had arrived “in reaction to the collapse of Slaviansk,” he said. That included T64 tanks from stocks of old weapons discarded after the collapse of the Soviet Union.

Anton Lavrov, an independent Russian military analyst said: “It would be stupid to deny that Russia supports the separatists. The main question is only the scale of this support.”

He said pro-Russian separatists have been found in possession of a Kamaz Mustang military transport vehicle that is not used in Ukraine and cannot be bought there. Reuters could not independently verify that.

“There was a serious escalation in the middle of June, when heavy weapons began to appear among the separatists, including tanks and artillery in such quantities that it would be hard to attribute it to seizures from Ukrainian stockpiles.”

Another independent Russian military analyst, Alexander Golts, also said the rebels had received arms from Russia. He described it as “all old Soviet weaponry.” He said rocket launchers were spotted in April or the beginning of May very early in the conflict.

Washington is in no doubt Russia is the source of many of the weapons. At least 20 tanks and armored personnel carriers have crossed the border from Russia since the downing of Malaysia Airlines MH17, a senior U.S. intelligence official said.

In a media briefing on July 22, U.S. intelligence officials also released satellite photographs of what they said was a training site for Ukrainian separatists near the Russian city of Rostov. The photographs appear to show increased activity at the site between June 19 and July 21.

A Moscovite volunteer called Valery Kolotsei, 37, said he joined the rebels in Ukraine’s Luhansk region for a few weeks in May and June. He said he had connected with other volunteers over Vkontakte, Russia’s version of Facebook. They had gathered, he said, in the Rostov region, where U.S. officials say a camp for training Ukrainian separatist fighters sits.

Kolotsei said the rebel group he joined used a motley array of weapons, including a mortar produced in 1944.

Russia has violated a key arms control treaty by testing a nuclear cruise missile, the US government says.

Russia tested a ground-launched cruise missile, breaking the Intermediate-Range Nuclear Forces Treaty signed in 1987 during the Cold War, the US said.

A senior US official did not provide further details on the alleged breach, but described it as “very serious”.

The bilateral agreement banned medium-range missiles with ranges between 500 and 5,500 km (300 to 3,400 miles).

The Intermediate-Range Nuclear Forces Treaty was a landmark Cold War agreement. It essentially eliminated an entire, and highly controversial, class of nuclear weapons. For that reason, it still has resonance.

There have been questions dating back at least to 2008 over whether Russia was developing a weapon that might breach the treaty. So one issue is why Washington has decided to make its declaration now. Is it a reflection of the general deterioration in US-Russian relations, and in particular the fallout from the Ukraine crisis?

Russia has said little. It might argue the Americans are simply wrong, that the missile falls below the range limit. But the widespread suspicion is that it does breach the limits of the treaty. Moscow might also argue the treaty has been overtaken by world events, that other countries are developing similar missiles, and – after all – the Americans pulled out of the Anti-Ballistic Missile Treaty when it suited them.

But there is also the argument that such an iconic treaty should actually be expanded beyond the US and Russia, rather than falling into disuse.

The US claims come at a time of heightened tensions between the two sides, with the US criticising Russia for its alleged involvement in the conflict in Ukraine.

‘Prohibited items’

A senior US official, who was not named, said in a statement that the testing of the missile was “a very serious matter which we have attempted to address with Russia for some time now”.

“We encourage Russia to return to compliance with its obligations under the treaty and to eliminate any prohibited items in a verifiable matter,” the official added.

US President Barack Obama has written to Russian leader Vladimir Putin over the matter, officials say.

This is the first time the US government has made its accusations public, though the issue has simmered for years, the BBC’s Paul Blake in Washington reports.

In January, the New York Times reported that US officials believed Russia had begun testing ground-launched cruise missiles as early as 2008.

The US State Department had said at the time that the issue was under review.

The 1987 treaty is at the heart of American-Russian arms control efforts, and was signed by then-Presidents Ronald Reagan and Mikhail Gorbachev in the final years of the Cold War, our correspondent says.

ASPEN, Colo.—Al Qaeda, nation states, and criminals are preparing for major cyber attacks against U.S. infrastructure that could be comparable to the devastating September 11 attacks on New York and Washington, a senior Justice Department official said on Thursday.

“We’re in a pre-9/11 moment, in some respects, with cyber,” said John Carlin, assistant attorney general for national security in the Justice Department.

Carlin also said during remarks at a security conference that China’s government dared the Obama administration to provide court-level evidence of Chinese military hacking against the United States.

The dare resulted in the May 1 indictment of five members of the People’s Liberation Army (PLA) hacking group known as Unit 63198, he said.

On cyber terrorist attacks, Carlin said: “It’s clear that the terrorists want to use cyber-enabled means to cause the maximum amount of destruction to our infrastructure.”

“It’s clear because they have said it,” he told the Aspen Security Forum, an annual gathering at the mountain resort town of senior, current, and former national security and military officials.

Carlin said al Qaeda leader Ayman al Zawahiri recently issued a videotape statement indicating the group is planning cyber attacks against U.S. infrastructure—such as the electrical grids or financial networks.

Terrorists, nation states Carlin did not specify, and sophisticated criminal groups “have the capability now to cause significant damage” through cyber attacks.

One example of the kind of damaging infrastructure attack that can be expected in the future was the recent cyber attack against Saudi Arabia’s state-run oil company Aramco that destroyed some 30,000 computers used to control key elements of that country’s energy infrastructure.

The recent Justice Department takedown of a cyber crime group code-named Game Over Zeus is another example of the kind of cyber attacks that terrorists could conduct in the future.

In Game Over Zeus, cybercriminals used a botnet—a network of hundreds of thousands of hijacked computers—to steal U.S. corporate data and encrypt the information and then extort payments from the companies that owned the data to release it.

“And I think many of the people and the industries that are in in this room would pay because of the important information we keep and sometimes life-saving information if we think of medical records,” Carlin said, noting that the operation was conducted for profit.

“If a terrorist group gets that same type of access or capability, they’re not going to ask for money and they are not going to wait till they try to destroy the data,” Carlin said.

“So there’s a real urgency I think now and it is going to require private and public sector cooperation given how much of the infrastructure is in private hands.”

Carlin said it would be “a shame” if current debates over national security prevent dealing with the cyber threat to infrastructure “before we’re looking backward at what happened and how we got there.”

On Chinese military hacking, Carlin said the case of the five PLA hackers grew out of Chinese government appeals to prove U.S. charges of military hacking into American companies and other organizations.

Carlin said the Justice Department has begun to approach cyber attacks using methods similar to its efforts to counter terrorism and since the early 2000s the government has learned more about intrusive cyber penetrations in the United States.

“We’ve become much much better at observing what is currently going on in terms of the information that as we speak is being taken from hard working Americans who are looking to create and innovate, and it’s being stolen, day in and day out, and used by their competitors to the disadvantage of the American companies,” he said.

“From our perspective we have to apply the same type of approach that we did to terrorism to the national security cyber threat.”

That approach ultimately led to the indictment of the PLA hackers. China’s government denied its military was involved in the hacking and responded by accusing the United States of hacking Chinese companies.

“We heard directly from the Chinese who said, ‘If you have evidence, hard evidence that we’re committing this type of activity that you can prove in court, show us.’ So we did,” Carlin said.

The indictment revealed that PLA Unit 61398 hacking activity was “cutting across the span of different American businesses—nuclear to solar, to steel to labor,” Carlin said.

The indictment, however, is only a first step in what Carlin called a multi-pronged strategic approach that set up a “red line” for the Chinese that was designed to dissuade future attacks.

“We will continue to increase the cost of committing this type of activity on American soil where it is occurring, where they are taking the information, until it stops,” Carlin said. “And we need to maintain that commitment.”

MIAMI (CBS Miami) — The Israeli ambassador to the United States is claiming that the “media is not connecting the dots” to Hamas following a story of 15 Palestinians killed when a United Nations school they sought shelter in was shelled.

Appearing on CNN Thursday evening, Ron Dermer chastised the network for not including in their coverage about how Hamas was using schools to hide rockets.

“It would be a disservice to your viewers for a reporter from Gaza not to mention that in the last week we had two different UNRWA (United Nations Relief and Works Agency) schools where we had actually rockets found in the schools and handed over to Hamas,” Dermer said.

He then added: “Do you not think that it’s relevant to report on CNN that the secretary-general of the United Nations yesterday warned against the use of U.N. schools and shelter for rocket missile deposits of Hamas?”

The Pentagon has confirmed two Ukrainian Sukhoi-25 fighter jets were shot down near the Russian border Wednesday.

Ukraine’s Security Council said the jets may have been brought down by missiles fired from Russia, but a Pentagon spokesman said it’s too soon to determine what type of weapons were used, or where exactly the shots came from.

 The Sukhoi-25 fighters were shot down at 1:30 p.m. local time Wednesday over an area called Savur Mogila, about 20 miles south of the site of the Malaysia Airlines Flight 17 wreckage.

Defense Ministry spokesman Oleksiy Dmitrashkovsky said the planes may have been carrying up to two crew members each.

The pilots ejected from the planes but it is not known if they survived, Fox News confirms.

The separatist group Donetsk People’s Republic said in a statement on its website that one of the pilots was killed and another was being sought by rebel fighters.

Separatist fighters have claimed responsibility for shooting down the jets but the council’s spokesman was skeptical if they had the weaponry to do so.

“They were shot down very professionally. The terrorists do not have such professionals,” said Andriy Lysenko, according to Reuters.

A message posted on a social media page associated with a rebel leader said the jets were shot down by rebels using MANPAD shoulder-fired, surface to-air missiles, The Wall Street Journal reports.

Video posted on a social media page appeared to show planes burning in grassy fields.
