DHS starts testing domestic spy drones

It seems as technology progresses devices get smaller and smaller and that goes for drones as well. According to Wired, mini-drones are being tested in Oklahoma in program known as Robotic Aircraft for Public Safety and it will be used for aerial surveillance. So what exactly is this program for?
